The embattled Speaker of Parliament, Anita Annet Among, is facing fresh scrutiny after the Inspectorate of Government confirmed it had received a petition seeking investigations into her alleged breach of the Leadership Code Act.
Inspector General of Government Justice Naluzze Aisha Batala said the complaint is currently under review.
“I can tell you we received the complaint, and we’re processing it,” Justice Batala said.
Among has previously faced international sanctions, including travel bans and asset freezes imposed by the United Kingdom and the United States in 2024 over corruption allegations.
The latest controversy follows reports linking the Speaker to a Rolls-Royce allegedly valued at about UGX 3.4 billion, raising renewed public debate over wealth accumulation and accountability among senior government officials.
On May 13, 2026, a group of lawyers formally lodged a complaint at the Inspectorate of Government headquarters in Kampala, accusing Among of failing to declare or under-declaring her wealth contrary to the Leadership Code Act.
In their petition addressed to Justice Batala, the complainants — describing themselves as citizens and taxpayers — cited Section 4 of the Act, which requires public officials to declare their income, assets, and liabilities every two years during the month of March.
The petitioners argued that failure to comply with the law attracts penalties, including dismissal from office and forfeiture of undeclared assets.
“We accordingly lodge this complaint regarding failure to declare and/or under-declaration of wealth by the aforementioned Anita Annet Among,” the petition states.
The lawyers also requested the IGG, under Section 22 of the Leadership Code Act, to provide access to Among’s declaration records, if any exist. They pledged to cooperate with investigators during the inquiry.
The petition was officially stamped as received by the Inspectorate of Government’s Central Registry on May 13, 2026.
Among the signatories to the complaint are Andrew Karamagi, Mercy Munduru, Kato Tumusiime, Gift Grace Achilla, Praise Aloikin, and Godwin Toko.
Oboth-Oboth Endorsed for Speakership
Meanwhile, Jacob Oboth Oboth has reportedly been endorsed as the National Resistance Movement candidate for Speaker of the 12th Parliament, signaling the possible end of Among’s tenure as Speaker of the 11th Parliament.
The election for Speaker of the 12th Parliament is scheduled for May 25, 2026. Sources indicate that the NRM Central Executive Committee has directed party MPs to mobilize support for Oboth-Oboth.
In a statement posted Friday morning on X, Muhoozi Kainerugaba publicly endorsed Oboth-Oboth for the position.
