Prison Warder Shoots Three Dead Including Senior Officers in Kiboga

A prison warder attached to Uganda Prisons Service shot and killed three people, including two senior prison officers, in a tragic incident at Kiboga Government Prison in Kiboga District on Monday, February 23, 2026.
The deceased have been identified as Assistant Superintendent of Prisons Hope Catherine, the Deputy Officer in Charge; Principal Officer I Akishuri Bright, the third in command; and Ayebare Sarah, spouse to the Officer in Charge.
According to a press statement signed by Senior Commissioner of Prisons and Service Spokesperson Frank Baine, the incident occurred at approximately 10:00 a.m. at the prison barracks located in Kiboga Town Council.
Baine stated that Warder No. 13544 Anguyo Moses opened fire, fatally shooting the three victims before fleeing the facility.
“Following the incident, the suspect fled the scene,” Baine said, adding that the firearm used in the shooting has since been recovered. However, the suspect remains at large and is considered armed and dangerous. Joint security agencies have launched an operation to apprehend him.
The Uganda Police Force responded immediately and secured the scene. Wamala Region Police spokesperson SSP Lameck Kigozi said the shooting followed a routine supervision exercise.
“The Deputy Officer in Charge and the officer on duty were conducting a routine inspection when they found Warder Anguyo Moses using his phone and chatting on WhatsApp, contrary to prison operational procedures,” Kigozi explained.
He added that the suspect later followed the supervisors and opened fire, killing three people instantly, including the Officer in Charge’s wife, who was within the vicinity at the time.
The bodies of the deceased were transported to Kiboga Hospital for postmortem examinations as investigations continue.
The Uganda Prisons Service has extended condolences to the bereaved families and assured the public that updates will be provided as new developments emerge. Police have urged anyone with information regarding the suspect’s whereabouts to report to the nearest security agency.
