Why Lango Shall Vote for President Museveni on 15th January 2026

The Lango people (Langi) are one of Uganda’s major Nilotic ethnic groups, predominantly inhabiting the north-central region known as the Lango Sub-region. With a population estimated between 2.5 and 3 million, the Lango people represent a significant demographic with a strong cultural identity and immense socio-economic potential.
This statement highlights key developments in peace and security, education, healthcare, infrastructure, and socio-economic empowerment under the leadership of H.E. President Yoweri Kaguta Museveni. These achievements form the basis upon which the people of Lango are encouraged to continue supporting his leadership in the forthcoming general elections of 15th January 2026.
Peace, Security, and Stability
The restoration of peace and stability in Lango stands out as one of the most celebrated achievements of the National Resistance Movement government. For decades, the region suffered from insecurity arising from the LRA insurgency, cattle rustling, Olum-Olum militia activity, and cross-border criminal elements. Today, relative peace has enabled families to live safely and allowed development initiatives to take root.
Sub-County Policing Model (SCPM)
In 2025, following a Presidential directive, the Uganda Police Force (UPF) operationalized the Sub-County Policing Model, decentralizing policing services across the country. In Lango districts—Lira, Apac, Oyam, Dokolo, Kole, Alebtong, Otuke, Amolatar, and Kwania:
- Each sub-county now hosts a fully operational police station headed by an Officer in Charge.
- Stations are staffed by approximately 18 officers, including general duty, CID, crime intelligence, child and family protection, and community liaison officers.
- The units are equipped with radios, motorcycles, and communication gargets, enabling rapid response and enhanced community safety.
UPDF Response to Cattle Rustling
In Otuke District, particularly in Ogwete, Olilim, and border areas, the Uganda People`s Defence Force—working with allied security agencies—successfully contained cattle rustling by suspected Karimojong herders. Through joint patrols, intelligence-led operations, and rapid response mechanisms, stolen livestock was recovered and criminal activity significantly reduced.
These coordinated security interventions have strengthened peace, deterred criminal networks, and safeguarded livelihoods across the Lango Sub-region.
Expansion of Education and Skills Development
Education and skills training in Lango have experienced remarkable growth under President Museveni’s leadership:
- Lira University now provides access to higher education and professional training that was previously unavailable within the region.
- The Presidential Skilling Hub and the upgraded Uganda Technical College to a Centre of excellence in bridge and road construction, equip youth and adults with vocational and technical skills for employment and self-reliance.
Seed Secondary Schools in Lango
More than 25 Seed Secondary Schools have been established across the sub-region, including:
Apac District: Apac Seed, Arocha SSS, Maruzi SSS
Kole District: Okwerodot SSS, Ayer Seed
Kwania District: Aduku Seed, Abongomola SSS
Lira District: Agali SSS, Ogur Seed
Dokolo District: Bata SSS, Adeknino SSS
Oyam District: Abok Seed
Amolatar District: Muntu SSS, Namasale SSS, Etam SSS
Otuke District: Ogor SSS, Okum SSS, Ogwete SSS
Alebtong District: Amugu, Angetta, Abia, Awei, Akura and Adwir
Lira City: Ojwina Seed Secondary School, Railway Seed Secondary School
In addition, Universal Primary Education (UPE) and Universal Secondary Education (USE) programs have significantly increased enrollment, while technical and vocational pathways continue to prepare learners for the job market.
Improved Healthcare Services
Healthcare delivery in Lango has been substantially upgraded:
- Lira Regional Referral Hospital now boasts a modern laboratory, dialysis services, wellness laboratories for sickle cell disease (SCD) and non-communicable diseases (NCDs), an advanced oxygen plant, and a smart ambulance hub.
- District and Sub-County Health Facilities have been improved, including Oyam Police Health Centre II, Nambieso HC III upgraded to HC IV, Obero HC IV, and Aganga HC III in Apac District.
- A Regional Blood Bank, currently under construction, will support emergency care and surgical services.
These investments have improved access to quality healthcare, reduced referral burdens, and enhanced overall community wellbeing.
Major Infrastructure Developments
Significant infrastructure investments have transformed connectivity and urban development:
- Road Networks: Upgrading of Soroti–Lira, Rwenkunye–Masindi Port–Lira–Apac, and Bobi–Aboke roads has improved mobility, reduced travel time, and opened trade corridors.
- Urban Development: Lira City and Apac Municipality have benefited from the Uganda Support to Municipal Infrastructure Development (USMID) program, improving roads, drainage, and public services.
- Industrial and Water Projects: Planned industrial parks in Dokolo, Lira, and Oyam are projected to create over 10,000 jobs. The Lango Water Operations Partnership is rehabilitating over 1,000 boreholes and installing solar-powered tap stands.
- Airport Proposal: The planned Lira Airport (Anai) will enhance regional, national, and international connectivity.
- Construction of Akii Bua International stadium and restocking programme.
Socio-Economic and Wealth Creation Programs
Government programs aimed at wealth creation have positively impacted households across Lango:
- Parish Development Model (PDM): Empowers communities through localized economic initiatives.
- Operation Wealth Creation (OWC): Supports productive and commercial agriculture.
- Emyooga and Youth/Women Funds: Provide capital access, savings structures, and entrepreneurship support.
These initiatives are steadily transitioning households from subsistence livelihoods to active participation in the money economy.
Conclusion
The gains in peace, education, healthcare, infrastructure, and socio-economic empowerment demonstrate the tangible dividends of President Yoweri Kaguta Museveni’s leadership in the Lango Sub-region. For continuity, stability, and sustained development, the people of Lango have strong reasons to support President Museveni in the general elections scheduled for 15th January 2026.
