Alebtong DHO remanded to Luzira Prison over alleged financial loss of UGX 165m

The Anti-Corruption Court in Kampala has remanded the Alebtong District Health Officer, Dr. Odung Tony, to Luzira Prison over alleged financial mismanagement involving more than UGX 165 million.
Dr. Odung was arraigned on Tuesday, February 24, 2026, following a joint investigation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions.
The communication officer of the State House Anti-Corruption Unit, Kennedy Odongkara said court proceedings also saw criminal summons issued against former Chief Administrative Officer Ben Ogwette Otim and Chief Finance Officer Stephen Adieyo, who are reportedly still at large.
He added that during the 2019/2020 financial year, the trio allegedly irregularly processed and approved a payment of UGX 165,520,800 to Otada Construction Ltd for upgrading Angetta Health Centre II and Awei Health Centre II to Health Centre III status.
Prosecutors state that the payment was made without securing an advance payment guarantee — a key safeguard meant to protect public funds.
It is alleged that after receiving the funds, the contractor abandoned the project, leaving the works incomplete and causing a total financial loss to the government.
Dr. Odung has been remanded until March 5, 2026, when he is expected to return to court for a bail hearing.
He added that the former CAO and CFO also are expected to appear in court on the same date for plea taking once apprehended.
